New to New Zealand? Here's How to Buy Your First Car as an Immigrant

Moving to a new country is exciting, and overwhelming. There are a hundred things to sort out, and getting a car is usually near the top of the list. New Zealand's public transport options are improving, but outside central Auckland and Wellington, a car isn't just convenient, it's essential for work, school runs, weekend escapes, and everything in between.

The good news: buying a car as a new arrival in New Zealand is very achievable. The process is straightforward once you know the steps and at GVI, we've been helping new immigrants and international visitors get on the road for over 30 years. This guide covers everything you need to know.


 

Step 1: Sort Your Licence — What You Can Drive on and When

This is the first question everyone asks, and the answer depends on where you're from and how long you plan to stay.

If you've just arrived (within 12 months)

You can drive in New Zealand on your overseas licence for up to 12 months from the date you arrive, provided:

  • Your overseas licence is current (or expired less than 12 months ago)
  • You carry your overseas licence with you at all times while driving
  • If your licence isn't in English, you carry a certified English translation

This applies whether you're on a visitor visa, work visa, or have just become a resident.

If you're staying longer than 12 months

After 12 months in New Zealand, you'll need to convert your overseas licence to a New Zealand one. How straightforward this is depends on your home country.

If you're from an exempt country (including Australia, UK, USA, Canada, South Africa, Germany, Japan, and others), you may be able to convert your licence without sitting theory or practical tests. Check the full list on the NZTA website at nzta.govt.nz.

If you're from a non-exempt country, you'll need to sit the relevant tests. The good news is that your driving experience counts, adult applicants (25 and over) generally move through the process faster than new young drivers.

Practical tip: Apply for your NZ licence as soon as you can after the 12-month mark. Driving on an expired overseas licence is illegal and can affect any insurance claims.


Step 2: Understand New Zealand's Vehicle Requirements

Before you start browsing cars, it helps to understand the three things every vehicle on New Zealand roads must have.

Warrant of Fitness (WOF)

A Warrant of Fitness is a safety inspection that certifies your vehicle meets New Zealand road safety standards. It covers brakes, tyres, lights, seatbelts, windscreen condition, and more.

  • Vehicles first registered after 2000 need a WOF once a year
  • Vehicles first registered between 1986 and 2000 need a WOF every 6 months
  • Brand new vehicles receive a 3-year initial WOF

Driving without a valid WOF can result in an instant $200 fine, and if you have an accident with an expired WOF, it can affect your insurance claim. Always check the WOF expiry before buying any vehicle.

Vehicle Registration (Rego)

Every vehicle must be registered with Waka Kotahi (the NZ Transport Agency) to be legally driven on public roads. Registration must be renewed annually. The current annual cost for a standard petrol vehicle is around $173 (as of 2026), with diesel and electric vehicles slightly higher.

Road User Charges (RUC) — for diesel and EV drivers

If you buy a diesel or electric vehicle, you'll pay Road User Charges (RUC) separately based on distance travelled, rather than through fuel excise. Your odometer is used to calculate charges. RUCs are purchased in advance in blocks of kilometres. It's worth factoring this into your running cost calculations if you're considering a diesel SUV or an EV.


Step 3: Understand Car Insurance in New Zealand

Here's something that surprises many new arrivals: car insurance is not legally required in New Zealand. Unlike many countries, you can legally drive an uninsured vehicle. However, with the average cost of a comprehensive policy around $1,300 per year, and the potential cost of an at-fault accident running into tens of thousands of dollars, virtually all experienced Kiwi drivers carry some form of cover.

Types of car insurance in NZ

Comprehensive insurance covers your vehicle for damage caused by accidents (including your own fault), theft, fire, weather events, and vandalism. Most lenders require this if you're financing your vehicle.

Third party, fire and theft covers damage you cause to other people's vehicles or property, plus theft and fire damage to your own car. It doesn't cover your own vehicle in an at-fault collision.

Third party only is the minimum, it covers damage you cause to others but nothing about your own vehicle.

For new arrivals: Some insurers in New Zealand require you to have held a continuous licence for a certain period, and some may factor in overseas driving history differently. Shop around and be upfront about your driving background. Using an insurance comparison tool like Quashed (quashed.co.nz) is a good starting point.


Step 4: Set Your Budget — Purchase Price and Running Costs

New Zealand has a wide range of quality used vehicles available at every price point. As a guide:

  • $8,000–$15,000: Reliable used Japanese imports - Toyotas, Hondas, Mazdas - ideal first cars
  • $15,000–$25,000: Newer models, lower mileage, more features including SUVs and people movers
  • $25,000–$40,000: Premium used vehicles, EVs, luxury imports
  • $40,000+: Near-new and prestige vehicles, new EVs

Don't forget to budget for running costs beyond the purchase price:

  • Fuel or charging: Petrol currently around $2.40–$2.60/litre depending on region; EVs cost a fraction of this to charge at home
  • WOF: Around $60–$80 per inspection
  • Registration: Around $173/year for petrol
  • Servicing: Budget around $300–$600/year depending on vehicle age and type
  • Insurance: Around $800–$1,500/year depending on cover level and vehicle value

Step 5: Know What to Look for When Buying

Whether you're buying from a dealer or a private seller, these are the things to check:

AA Certified Mileage

Odometer fraud - winding back the kilometres - does exist in the used car market. The safest protection is buying from an AA Appraised Used Vehicle Dealer like GVI, where every imported vehicle carries an AA Certified Mileage independently verified, not just taken from the odometer. This is one of the most important protections available to a new buyer.

AA Pre-Purchase Appraisal

An AA Appraised vehicle has been independently assessed for condition. As a new arrival who may be unfamiliar with local vehicle standards, this is invaluable peace of mind.

Service History

A vehicle with documented service history tells you it's been maintained. Ask to see the logbook or service records.

 

PPSR Check (Personal Property Securities Register)

A PPSR check (available at ppsr.govt.nz for a small fee) tells you whether a vehicle has money owing against it. If you buy a vehicle with outstanding finance, the lender can repossess it, even from you as the new owner. This check is essential when buying privately.


Step 6: Finance Options for New Arrivals

Financing a vehicle as a new arrival can be a little more complex if you don't yet have a New Zealand credit history. Here's what you need to know:

What lenders typically look for:

  • Proof of income (payslips, employment contract)
  • Proof of identity (passport, NZ visa)
  • Proof of address (utility bill, tenancy agreement)
  • Your overseas credit history may help, depending on the lender

Can I buy a car in New Zealand without a NZ licence? Yes. You can legally purchase and drive a vehicle in New Zealand on a valid overseas licence for up to 12 months after arrival. After 12 months you'll need to convert or obtain an NZ licence.
